What to do if stolen or lost a passport abroad?

Losing a passport abroad is a very unpleasant situation. In any case, you have already hit at least 1000 euros, exhale and reconcile, try to calm down. In the next 3-4 days, you definitely will not fly home. Let's think what to do next?

How long will it take to return home? How to fly home? What to do step by step? How to avoid this in the future? - the answers to all these questions in our instructions.

In this example, we will lose a passport and make new documents in the city of Rome, the capital of Italy, but the sequence of actions is almost the same for any country.

What to do?

Attention! Deviation from this sequence will significantly extend the period of return to the homeland.
  1. If you find a loss, it doesn’t matter if you stole your passport or you yourself lost it, first of all we go to the police or to the carabinieri and ask for a document confirming the loss of a foreign passport (denuncia di furto / smarrimento del passaporto) - border guards at the Fiumicino airport will require it;
  2. If we are not in Rome, then we take tickets for the next train or bus;
  3. We take 2 photos of 3.5x4.5 cm, there is a photo machine at the Termini station (Roma Termini), costs 5 euros;
  4. Russians, if your internal passport is lost, then urgently we are looking for 2 Russian citizens who are in Rome who have it - they will have to come to the consulate with you;
  5. We go to the embassy of your country to write an application for a certificate of return. Procedures and terms depend on citizenship - usually from 24 hours to a week;
  6. If less than 2 days are left before departure, change or buy new air tickets for a direct flight (non-stop) to your homeland;
  7. We take away the testimony and fly to our homeland.

To citizens of the Russian Federation

The consulate of the Russian Federation in Rome or Milan is responsible for the procedure for issuing the "Certificate of Return to Russia".

For Russian citizens over 18 years of age, it is necessary:

  1. statement;
  2. one of the following documents: valid domestic Russian passport or written statements of two Russian citizensin which they confirm the identity and Russian citizenship of the applicant (The indicated Russian citizens must personally appear at the consular department of the Russian Embassy in Italy and have valid Russian passports with them);
  3. 2 photographs measuring 3.5x4.5 cm (color or black and white). Photos should be taken on a light monophonic background with a clear image of the face strictly full face. For citizens who constantly wear glasses, photographing with glasses without tinted glasses is mandatory.

Important: The “certificate” is issued for the period required for departure, but no more than 15 days, it does not replace the passport and is intended solely for returning to Russia (it is not valid for leaving Russia). On the territory of Russia, the “Certificate” with the stamp of the border checkpoint certifies the identity of its owner within 10 days from the moment of crossing the border.

Upon arrival at the place of residence in Russia, the “Certificate” must be handed over to the authority issuing the lost or expired passport within 3 days.

Ukrainian citizens

Citizens of Ukraine can apply for a certificate of return (dedicated individuals to turn to Ukraine) at the consulate in Milan, Rome or Naples. The cost of the service, according to the tariffs, is 28 euros.

To obtain a certificate, the applicant submits the following documents:

  1. Denuncia di furto / Smarrimento del passaporto issued by the police or the carabinieri confirming the fact of the applicant's appeal regarding the loss of a travel document;
  2. Application form for an established sample (application form, an example of filling);
  3. Two color photographs measuring 3.5 x 4.5 cm;
  4. Documents to identify the applicant, establish his place of residence in Ukraine and confirm his citizenship of Ukraine;
When the applicant provides the above-mentioned documents, the certificate must be issued on the day the citizen submits the relevant application and issued without prior request to the internal affairs bodies at the place of residence of such an applicant in Ukraine.

If the applicant does not have documents proving his identity and confirming belonging to the citizenship of Ukraine, the diplomatic mission or consular post sends a request to the internal affairs bodies at the place of registration of the applicant in Ukraine in order to confirm his citizenship and identify him by photo.

To citizens of the Republic of Belarus

The procedure for issuing a certificate of return is handled by the consulate of the Republic of Belarus in Rome. Consular fee - 20 euros. The deadline for issuing a return certificate is up to 1 month from the date of application, but if you have a photocopy of your passport, the procedure usually takes up to 24 hours.

  • Important: The Consulate General of the Republic of Belarus in Milan does not work with citizens.

For a return certificate a citizen of the Republic of Belarus who has reached the age of 14, The following documents must be submitted:

  1. application for a certificate;
  2. two color photographs of the applicant, corresponding to his age, measuring 40x50 mm (one sheet);
  3. a document issued by the competent authority of a foreign state confirming the applicant’s appeal regarding the loss (theft) of a passport of a citizen of the Republic of Belarus or a travel document of the Republic of Belarus and its copy (statement to the police);

Certificate of Return:

  • it is valid for no more than 6 months and is intended only for returning to the Republic of Belarus by direct flight - only the carrier belavia.by carries out such flights from Rome;
  • It is issued for a single entry into the Republic of Belarus and cannot be used for departure from the Republic of Belarus (a passport must be issued in Belarus for departure);
  • does not give the right to reside in the territory of the Italian Republic.

Upon arrival in the Republic of Belarus, the holder of the certificate of return must in a month to hand it over to the citizenship and migration unit home affairs authority

Citizens of the Republic of Kazakhstan

How to avoid trouble
